The administrative process made digital
Citizens of the canton of Thurgau can now find cantonal services bundled in one web portal, the digital counter. For example, a scholarship application can now be submitted online. The submitted and confirmed documents are stored directly in the portal and no longer need to be sent by mail or email.
The portal has the following advantages for users:
- Easy access for official enquiries. Pending issues can be processed conveniently from home or on the move.
- Quick checks for immediate feedback on important requirements.
- Intuitive process management with the help of online forms.
- Central «My area» filing system for all documents received and enquiries sent.
- Easier exchange and better communication with the administration, e.g. thanks to direct contact options.
Independent Content Management
A portal was created for the canton that can be managed completely autonomously, flexibly and independently in terms of content. Digitalised services can be put online quickly and easily thanks to implementation with CMS. Content managers are always visually shown the changes they make to content editing.
This digital touchpoint is a key addition to the digitisation of the canton of Thurgau:
Time-saving: Targeted assistance, quick checks and forms with necessary information save time in administration.
Efficient: Increased efficiency through automation or partial automation. Fulfilment of the once-only principle for data entry.
Accessible: No visual, auditory, motor and cognitive barriers in accordance with the WCAG 2.0 AA standard.
End-to-end digital solution
In order to consistently adhere to the design system of the canton of Thurgau, the canton's own component library was integrated, which pulls in UI elements such as tab navigation, accordions and lists.
The backend consists of 2 microservices (User API & Store API), which control the IAM and Document Store respectively.
User authentication (IAM): There is a login with three security levels, from not logged in to ultimate identity verification. While, for example, a new licence plate can be ordered without logging in, security level 2 is required to submit a debt collection, i.e. a digital verification of the identity card.
Document filing (Document store): A user fills out a form online via the portal and this is saved in the document store. The canton receives a notification about the new form and sends back a response to the application. This is then visually displayed for the user in the portal.
